
The Guangzhou Baiyun International Airport Phase III Expansion is a major infrastructure project implemented in accordance with the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and serves as a key initiative to promote high-quality development of civil aviation in Guangdong Province. With a total investment exceeding RMB 50 billion, the project is scheduled for completion and commissioning in 2025. The expansion primarily includes the construction of the fourth runway, the fifth runway, Terminal 3 (T3), and associated supporting facilities. Upon completion, Baiyun Airport will achieve an annual passenger throughput capacity of 120 million and a cargo and mail throughput capacity of 3.8 million tons, positioning it among the world's top-tier aviation hubs.
The Temporary Water and Electricity Supply Construction Project serves as a prerequisite and critical precursor for the commencement of the Phase III Expansion, undertaking the essential mission of providing construction water and power supply for all subsequent main construction bid sections. The project covers the new runway areas, the T3 terminal construction zone, and auxiliary work zones, involving long-distance temporary utility pipeline routes, substantial load demands, and exceptionally high reliability requirements for energy supply.
For the temporary water supply scope, the project scientifically identifies water intake points and lays temporary water distribution networks to meet the water demands of all construction zones, while also installing temporary fire protection water systems to ensure fire safety during construction. For the temporary electricity supply scope, the project draws power from the airport's existing substations, constructs temporary pad-mounted transformers and distribution lines, and implements tiered power supply for different load types—including tower cranes, concrete batching plants, and office and living areas—to ensure the stable operation of large-scale construction equipment.
The successful implementation of the Temporary Water and Electricity Supply Construction Project provides a solid "lifeline" guarantee for the main construction of the Phase III Expansion, ensuring that the project advances efficiently as scheduled and laying a solid foundation for the development of a world-class airport cluster in the Guangdong-Hong Kong-Macao Greater Bay Area.
